Constitution

Representatives from the following schools were present:

I. Mission Statement – The Florida Collegiate Pride Coalition (a.k.a.
FCPC, Pride Coalition) shall seek to increase, facilitate, and improve student
activism GLBTQ (gay, lesbian, bisexual, transgender, queer) in the state of
Florida. The FCPC shall work to promote: the development of leadership in the
governing bodies of its member organizations; an effective network of communication
between its member organizations; a high level of education and awareness on
GLBTQ issues (both social and political) in the students who belong to its member
organizations; a healthy environment for political activism for its member organizations.
II. Membership in the FCPC
a. Any queer student organization at any post-secondary institution in the state
of Florida, including public, private, parochial, two-year, and four-year institutions,
may register for and join the FCPC through the office of the Vice President.
b. There shall be no membership fees or requirements imposed on any student
organization to maintain membership in the FCPC.
c. There shall be no limit to the number or type of queer student organizations
a given school may register with the FCPC.
d. After one year of non-activity by any student group, that group must re-register
with the FCPC.
III. Description of Offices and
Representative Seats (in hierarchical order of authority)
a. President
i. Primary authority and spokesperson for the FCPC.
ii. Administration and coordination of all FCPC programming.
iii. Ensuring that all FCPC officer duties are executed properly.
iv. Produces all listserve announcements.
b. Vice President
i. Secondary authority and spokesperson for the FCPC.
ii. Assistant to the President.
iii. Maintains the membership records.
c. Secretary
i. Record and publish minutes.
ii. Ensure the maintenance of the webpage.
iii. Correspondence.
d. Immediate Past Conference Host
i. Liaison and resource for the current host school and the FCPC.
ii. This position will be selected by that schools organization and approved
by the executive board.
e. Current Conference Host
i. Reports the status of the planning and execution of the annual conference.
f. Up to one representative seat open from every student organization, appointed
(or chosen) by the organization.
IV. Officer and Representative
Policies
a. Officers are separate from representatives. Each student organization may
have up to one representative and any number of officers within the limits listed
here.
b. The officers and representatives are the only voting members of FCPC for
policy, programming, impeachment procedures, and amending the constitution.
c. Elections for officers shall be held at the annual FCPC Conference. Candidates
need not be present to run for office. Officers must be elected by 51% of the
representatives present. In the event of a tie, there will be an immediate run
off election and in the event of another tie the new executive board will hold
a vote, consulting the previous executive board.
d. The officer or representative shall hold office or seat for one year or until
they may choose to resign his or her office.
e. There shall be no limit on number of terms an individual may hold an office
or seat.
f. Candidates for office must declare one student organization (from their school)
to represent at the time of the election.
g. The Vice President shall not represent the same student organization as the
President.
h. The President shall call at least one face-to-face meeting with the officers,
representatives, and membership body per fall and spring semester. Location
to be determined individually.
i. The President shall call at least two conference calls with the officers
and representatives per fall and spring semester.
j. Positions for the executive board will take effect on July 1st.
V. Financial Matters
a. The FCPC shall not keep a budget nor collect dues or require financial support
from any student organization, school, or member for its general program.*
b. The FCPC will hold an annual conference at the end of the Spring term at
a university or college in Florida, whose location shall be decided upon by
the voting officers and representatives. A registration fee may apply here.*
c. The annual FCPC Conference (FCPCC) will host at least one keynote speaker
or workshop clinician provided by Equality Florida in exchange for a monetary
stipend.
